Re-enable skipping CI build for 2.0 as supported in 1.0 with [skip ci]

Circle 1.0 supported skipping builds from commit messages:

We would like the same functionality for 2.0.  There are times when you are just updating docs or other files that don't actually affect tests and don't want to wait for a build to complete (especially if you have GitHub setup to not let you merge until the build is complete).

    Using

    [skip ci]

    in your commit message will make CircleCI skip the 2.0 job for that commit. If you are seeing behaviour that differs from that, please let our support team know right here. Thanks!

    I believe that using "[skip ci]" in your commit message still works. Will test again later today.

    Yep, I guess it is supported: https://circleci.com/docs/2.0/skip-build/

    I didn't find the docs on my initial search and the Circle CI support team told me it wasn't supported.  :(
